Major Administrative Reshuffle in Bihar: New Leadership Across Districts and Municipal Bodies

The notification issued by the General Administration Department of the Bihar Government on 9 January 2026 has created a strong buzz in administrative circles across the state. In a move aimed at revitalizing governance, the government has transferred and posted a large number of Bihar Administrative Service (B.A.S.) officers, bringing fresh leadership to district councils, municipal corporations, and sub-divisions. This reshuffle is being seen not as a routine transfer exercise, but as a strategic step to accelerate development and improve administrative efficiency.

The notification includes orders from No. 1/Bench-1001/2026-Samo-599 to No. 1/Bench-1001/2026-Samo-621, covering a wide range of officers from the 2019 to 2023 batches.

Samir Saurabh moves from Patna to COMFED

One of the most significant appointments in the list is that of Samir Saurabh (B.A.S., 2019). He has been transferred from the post of Deputy Development Commissioner-cum-Chief Executive Officer, District Council, Patna and appointed as Managing Director, COMFED, Patna. COMFED is the backbone of Bihar’s dairy cooperative sector, and this posting clearly reflects the government’s focus on strengthening the rural economy and cooperative institutions.

Deepak Kumar Mishra gets a key role in the Secretariat

Another major decision involves Deepak Kumar Mishra (B.A.S., 2019), who has been transferred from the post of Municipal Commissioner, Nalanda and appointed as Joint Secretary, Chief Minister’s Secretariat, Bihar, Patna. In addition, he has been given the additional charge of Additional Director, Mission Director’s Office, Bihar Development Mission, Patna. This double responsibility indicates the government’s intention to monitor flagship development schemes more closely at the highest level.

New leadership for Gaya and Bihar Sharif

Abhishek Palasia (B.A.S., 2020) has been moved from the District Council of Khagaria and posted as Municipal Commissioner, Gaya Municipal Corporation. With Gaya being a major religious and tourism centre, this change is expected to speed up ongoing urban development projects.
At the same time, Kumar Nishant Vivek (B.A.S., 2020) has been transferred from the District Council, Gopalganj and appointed as Municipal Commissioner, Bihar Sharif Municipal Corporation, Nalanda.

Focus on rural development around Patna

The responsibility of rural development in the capital district has now been entrusted to Shrikant Kundalik Khandekar (B.A.S., 2020), who has been shifted from Nalanda District Council and posted as Deputy Development Commissioner-cum-CEO, District Council, Patna.

Major changes in West Champaran and Samastipur

Shivanshi Dixit (B.A.S., 2021) has been transferred from Munger Municipal Corporation and appointed as Municipal Commissioner, Bettiah Municipal Corporation, West Champaran. Bettiah is witnessing rapid urban expansion, and her posting is expected to bring new energy to civic administration there.
Meanwhile, Surya Pratap Singh (B.A.S., 2021) has been shifted from Kaimur-Bhabua District Council and posted as Deputy Development Commissioner-cum-CEO, District Council, Samastipur.

Saran district gets a new face

From Bettiah Municipal Corporation, Laxman Tiwari (B.A.S., 2021) has been transferred and appointed as Deputy Development Commissioner-cum-CEO, District Council, Saran at Chhapra. Strengthening rural infrastructure and improving public services in Saran will now be his prime responsibility.

Changes in Munger, Motihari and Bhagalpur Municipal Corporations

The reshuffle has also brought new officers to key urban centres.
Parth Gupta (B.A.S., 2022) has been moved from Purnea and appointed as Municipal Commissioner, Munger Municipal Corporation.
Ashish Kumar (B.A.S., 2022) has been transferred from Barh, Patna and posted as Municipal Commissioner, Motihari Municipal Corporation.
Similarly, Kislay Kushwaha (B.A.S., 2022) has been moved from Mahua, Vaishali and appointed as Municipal Commissioner, Bhagalpur Municipal Corporation.

Gopalganj District Council under new command

From Bagaha, West Champaran, Gaurav Kumar (B.A.S., 2022) has been transferred and posted as Deputy Development Commissioner-cum-CEO, District Council, Gopalganj. Being a sensitive border district, this assignment carries significant administrative responsibility.

Young officers entrusted with magisterial powers

The government has also shown strong confidence in the officers of the 2023 batch. Garima Lohia has been transferred from Paliganj and appointed as Sub-Divisional Officer, Barh, Patna, with executive magistrate powers under the Indian Civil Security Code, 2023.
Similarly, Aniruddh Pandey has been shifted from Mohania and posted as Sub-Divisional Officer, Danapur, Patna, also with the same statutory powers. Officers like Kritika Mishra, Akanksha Anand, and Rohit Verma have also been posted in different sub-divisions with executive magisterial authority.

A clear message from the government

This large-scale reshuffle sends a strong message from the Bihar Government that administrative lethargy will no longer be tolerated. With new faces taking charge across districts and municipal bodies, the focus is clearly on accelerating development, strengthening urban governance, and ensuring better law and order. Now, the real test lies in how these officers translate this trust into visible change on the ground for the people of Bihar.
